South CarolinaEmployment Security Commission (SCESC)
Employment Service Offices across the state assists all employers, large or small, to fill their jobs quickly with qualified personnel. All employment services are free to the public.Employers may list job openings online and search electronic resumes through the S.C. Job Bank.  Employers can register by going to http://www.ajb.org/sc/employer.  Employers may also list job openings with any Employment Service office in South Carolina.  Local office staff will recruit and screen referrals for employers who place their openings with Employment Service.  These job orders will also be posted on the Internet, but the employer name will not be revealed.  The Employment Service office screens all electronic applications.

Industrial services are provided daily as a part of an integral local office program to employers to assist them in resolving manpower problems connected with the selection, recruitment, development, utilization, and stabilization of their work forces. Technical assistance is rendered to employers in staffing new plants and those experiencing excessive absenteeism or a high turnover rate. Services are provided upon request to the limit of available staff.

The South Carolina Employment Security Commission is responsible for the overall organization, management, and monitoring of the Work Opportunity Tax Credit (WOTO). The purpose of the program is to provide jobs for persons who have the most difficulty in securing employment by giving employers a tax credit for hiring them.

 Greenville Workforce Investment Board (WIB) / Workforce Investment Act (WIA)
The Greenville Workforce Investment Board (WIB) is a business-led policy-making board responsible for providing strategic planning, and oversight of the local area workforce system (One-Stop Workforce System). The Board has stewardship over the entire funding stream of the Workforce Investment Act, which is designed to provide both career opportunities for the unemployed and underemployed, while providing area businesses with qualified employees to meet the changing demands of the growing knowledge economy. The local WIA program is administered through a partnership between Greenville County Government the Greenville Workforce Investment Board.

The WIA program supports economic development by providing employers access to labor market information and workforce investment services. The following resources are available through WIA:

Tax Incentives Program – employers may claim tax credits for employing individuals meeting certain qualifications, including those who are low-to-moderate income.

Customized Training Program – WIA can award funds to employers who provide on-site training for eligible job seekers and guarantee full-time employment for those who graduate.

Incumbent Worker Training Program – selected businesses receive funds to train employees with the goal of increasing competitiveness, performance, job retention, etc.

On-the-Job Training (OJT) Program – employers who hire eligible job seekers may receive wage reimbursements up to 50 percent during the introductory training period.

Center for Accelerated Technology Training
South Carolina’s Center for Accelerated Technology Training (CATT), formerly the S.C. Special Schools Program, is designed to provide tailor-made training to new and expanding industries in South Carolina. CATT’s mission is to provide well-trained and highly motivated employees to companies who are creating new jobs with competitive wages and benefits. Once a company decides to locate or expand in the Palmetto State, CATT will develop a customized training program with every component totally driven by the company’s unique needs. Available at little or no cost to qualified companies, the program offers recruiting, screening and training. Began in 1960, the program has trained almost 250,000 employees for over 1,600 companies.

CATT can create a very “hands-on” learning opportunity that can condense a program to meet a company’s start-up timeline. Prospective employees attend class with no pay or promise of a job. As a result, the program attracts self-motivated and disciplined individuals who are capable of helping manufacturers compete in a global marketplace.

SC Vocational Rehabilitation Department (SCVRD)
Employers looking for well-prepared, motivated workers and businesses seeking a resource for first-quality outsource work need look no further than the S.C. Vocational Rehabilitation Department.

SCVRD trains people with disabilities to maximize their abilities, take advantage of their talents and put their potential to work. Employers who hire our clients are delighted by their skills, drive, loyalty and dependability. They also earn tax credits for hiring people with disabilities.

The department has work training centers in Greenville, Spartanburg, Gaffney and elsewhere around the state. Clients at the centers work on outsource contracts for more than 400 South Carolina businesses and industries. They learn work skills and behaviors while the contractors receive high-quality, low-cost results.

 SCVRD’s Business Partnership Network is available to assist businesses interested in hiring people with disabilities learn about best employment practices. The department also offers services to help employees whose jobs are jeopardized by disabling conditions.

Training

Continuing Education at Greenville Tech
While CATT provides quick, short term workforce training to South Carolina industries in order to them established, the Continuing Education Program at Greenville Technical College provides the necessary on-going workforce training that is crucial to long-term success of a business or industry. Continuing education courses are wide ranging covering everything from upgrading professional skills and supervisory development training to training designed to meet the specific needs involved in the manufacturing process.

Business and Industry Services was developed to facilitate training needs for business and industry. The department serves as the Greenville Tech liaison to the business community to build long-term relationships in order to identify organizational development and training needs and to facilitate solutions. Training services managers coordinate internal resources to provide training and services that will enhance the image and growth of our clients and Greenville Tech.

Industrial/Manufacturing training offers a wide variety of courses designed to meet the specific needs involved in the manufacturing process. Courses may range from basic operator training to the latest in quality and lean manufacturing techniques. Courses may be taken individually or as a series and are offered both on campus and in-plant. For in-plant training, all courses are designed to meet the specific needs of the client.

Greenville Tech has a state-of-the-art PLC lab and Machine Tool department that offer a number of short training courses with both day and evening classes available. Other programs and services offered include but are not limited to in-depth analysis, assessment plans, training needs analysis and job specific pre-employment classes. Employers pay for the analyses, training development and cost of applicant testing and then hire graduates of these programs on an as-needed basis.

The Enterprise Zone / Rural Development Act (E-Zone)
The Continuing Education Division of Greenville Tech administers the Enterprise Zone Program tax incentive training program for Greenville County. E-Zone enables companies engaged in manufacturing, processing, warehousing or distribution to claim up to a 50% tax rebate for job-related training coordinated by Greenville Tech.  Any job-related training that improves skill level and helps companies remain competitive is covered under E-Zone. Training must be for full-time production workers through first-line supervisors and their support people. Qualified companies can receive reimbursements for their in-house company training, training provided by Greenville Tech or third party training approved by Greenville Tech.  Greenville Tech will assist companies in developing a training plan and getting the plan approved.

Michelin North America
Positive Management Leadership (PML) is a two-day leadership course for organizations and individuals wishing to hone their leadership skills and build a committed workforce. Michelin North America has offered PML for more than twenty years both internally and - more recently – externally. PML is geared toward providing participants with real world skills, knowledge and experience based on an intense interactive format. Graduates will be able to immediately put into place proactive behaviors and principles fundamental to building and leading an effective team, committed to the organizational mission.
